Bart Lemmon is the creator of International Gov Strategies and is an internationally recognized expert in U.S. public procurement and government market strategy. With decades of experience helping businesses successfully compete in the public sector, he has advised hundreds of companies—from emerging firms to global enterprises—on how to develop effective strategies for entering and expanding within the U.S. government marketplace.
As Former Director of Strategic International Initiatives for the National Association of State Procurement Officials (NASPO), Bart led the organization’s efforts to build relationships with international procurement organizations, foreign governments, and trade agencies that promote public procurement best practices and international commerce. His work has included collaborative initiatives with the Government of Canada, the Canadian Public Procurement Council, the four nations of the United Kingdom, the European Union, and procurement projects with other European and Latin American countries.
Prior to leading international initiatives, Bart served as Director of Supplier Development, where he worked with hundreds of NASPO ValuePoint contract suppliers to strengthen their government market strategies. He developed numerous educational programs, including supplier development workshops, online learning courses, strategic planning tools, and authored strategy guides.

Townsend, Jr. is a seasoned business development executive, strategic advisor, and consultant with more than four decades of experience helping organizations achieve sustainable growth through strategic partnerships, enterprise sales, and government contracting. As Founder and Principal Consultant of LLT Consulting, LLC, Leon works with organizations to identify, pursue, and secure opportunities within corporate, state, and local government markets.
Leon has held senior leadership positions with nationally recognized organizations, including Ricoh USA and Lanier Worldwide, where he led business development initiatives, managed multimillion-dollar strategic accounts, negotiated statewide and national cooperative purchasing agreements, and cultivated executive relationships with Fortune 1000 companies, higher education institutions, healthcare systems, and public sector agencies.
Leon is recognized for his ability to connect organizations with the right opportunities, build high-value strategic alliances, and develop growth strategies that produce measurable results.
Frances Moffett-Kouadio is the Director of FMK Strategic Consulting which was established in January 2026, following two years in the role of Strategic Investment Director at the Thames Estuary Growth Board. With a commitment to delivering projects across the Thames Estuary, Frances has built on her long and successful career with the UK Department for Business and Trade, including 15 years in the Diplomatic Service.
Her senior leadership roles have included Director Trade & Investment in Abu Dhabi, Director Trade & Investment Hong Kong & Macao, and Director Exports North America. Frances brings deep expertise in strategic management, influencing and negotiation across governments and sectors, delivering billions of pounds in exports and investment.
While at the Thames Estuary Growth Board, Frances established an International Flooding & Resiliency Taskforce to address climate change through global collaboration and innovation and built an extensive network of central and local government contacts in addition to corporate and investor stakeholders. Frances has a unique knowledge of the Thames Estuary and the investment opportunities within the region.
